Business Development in the Ukraine

the creation of regional agri business centres

A report, drawn up by TACIS covers the design, development and management of two Agri Business Centres and Investment Promotion Centres that I established in Ukraine between 1996 and 1999.

The report states: "Centre’s for agri-food business development in L’viv (West) and Odessa (Black Sea) were identified respectively at the end of 1996 and at the beginning 1997. The actions of Andrew Pearson, in identifying and managing both Centres are the major input of the project. The two local Ukrainian managers in L’viv and in Odessa have been very successfully managed by Mr. Pearson in a total concept of technical assistance in order to promote entrepreneurship and co-operative development to facilitate business development.

"In both cases the Centres operate through the local /regional administrations (Oblasts) offering two very good strategic platforms to implement its policies. Policy action was implemented in two steps:

  • An inventory of the necessary support requested by private farms, co-operatives, small individual farmers through an intensive programme of visits, meetings and seminars led to a business plan for L’viv and a second for Odessa that replicated the first. Such actions resulted in technical assistance being adapted to local needs to the support the development of new business, and the means to attract customers and credit.
  • The business model involved actions to promote and develop entrepreneurial activity and measures to attract inward investment to the agro-food sector. Marketing actions abroad included outward missions to the UK, inward missions from Hungary, Poland, the USA and the UK, the constitution of marketing groups and business planning, a monthly newsletter carrying advertising and fee paying seminars and workshops and considerable promotion to targeted businesses in France, United Kingdom, Germany, Austria, Turkey and Bulgaria of each Agency etc.

"Both centres provide: On job the training, technical services, support to management of local farms or companies and a data base set up by the project, up skilling local staff. Both local experts are now to a certain extent capable of offering most of the local technical assistance requested in a very efficient way.

"In both sites, the activity of each Centre is successful mainly because the local administration is supporting actively the activities of the Centres and because the teaming up of Mr Pearson with the local leaders and teams is successful in terms of human contact, consultancy approach and training. As a result, new co–operatives have been successfully established and each Centre’s services are very much appreciated by its client base. Each Centre is showing signs of sustainability.

"The two regional Centres in L’viv and Odessa have achieved the planned outputs and probably more than it might reasonably be expected due almost entirely to the efforts of Mr. Pearson."
